1.2 Conduct and Integrity

Purpose

​To provide clear guidance about ethical ways of working and the standard of conduct required by all staff.

Practice Requirements
  • ​​​​​​All staff must receive a copy of the Department of Communities' Code of Conduct as a part of their workplace induction. 
  • All staff must read and understand the Code of Conduct and apply the principles to their everyday work activities. 
  • All staff must complete the Accountable and Ethical Decision Making eLearning in the onbarding process and every three years afterwards.

    The Department of Communities' Code of Conduct (the Code) is an official, mandatory public record that outlines the minimum standards of conduct, ethical behaviour and integrity required of staff as public officers, and as representatives of the Department. It sets out the standards of behaviour, responsibilities and obligations required of all staff.  The Code helps put Communities' iCREATE values - integrity, courage, respect, empathy, accountability, trust and empowerment - into practice every day, in every action and interaction.

    Public Sector Commissioner's Code of Ethics

    ​The Public Sector Commissioner's Instruction No. 7: Code of Ethics establishes the following minimum standards of conduct and integrity that apply to all public sector employees.

    Personal Integrity

    We act with care and diligence and make decisions that are honest, fair, impartial, and timely and consider all relevant information.

    Relationship with others 

    We treat people with respect, courtesy and sensitivity and recognise their interests, rights, safety and welfare.

    Accountability

    We use the resources of the state in a responsible and accountable manner that ensures the efficient, effective and appropriate use of human, natural, financial and physical resources, property and information.

    Communities' Standards of Behaviours

    ​The Code builds on these minimum standards and requires all Communities staff to uphold the standards of behaviour in the following areas:

    • Personal behaviour,
    • Communication, official information, use of information and record keeping
    • Fraudulent or corrupt behaviour  
    • Use of public resources  
    • Conflicts of interest and gifts and benefits, and  
    • Reporting suspected breaches of the code. 

    The Code is supported by the compulsory Accountable and Ethical Decision Making (AEDM) Course and Communities' Integrity Framework.  The AEDM Course provides an overview of the Code and guidance on the ethical and professional behaviour expected of all employees.
